Binomial name: Hebe 'Species Q'.

Hebe 'Species Q' is a small, compact bush with small, thick dark-green leaves. It grows to a height of 1m. It develops lavender coloured flowers mid-summer. It was named  'Species Q' (Question "What is it" ) as the original collected sample could not be identified.
